Solana did not have any major outages in the last 90 days. Further, the last outage was due to an overwhelming number of people subscribing to the Trump Official Memecoin. Still, the issue was localized to the server, and the blockchain had no outage.

The accounts might be a part of a new scam. Readers are best advised to exercise precaution.
