Bisq won’t install on Mac

I know that Mac has an issue where you have to allow Bisq through security settings to install it but it’s not even giving me the option

My os is 11… something it’s older . And the way apple support page says to do it , is system pref, security settings and unlock the lock and allow it that way. BUT it doesn’t even show up under there as a program wanting access .

I also tried the terminal command for newer Mac’s and it recognizes the command but still doesn’t allow the install

Any ideas?
