Hugh Whelan, President of ACI UK Financial Markets Association and Head of Liquidity Management and Data Strategy at SGX FX, has been appointed Chair of the ACI FMA Foreign Exchange Committee.

ACI FMA also announced that Jon Healey will return as Vice Chair of the FXC. Healey had served as Interim Chair during the transition period.
FXC Focuses on Professional FX Markets
The FXC is one of ACI FMA’s committees focused on the professional foreign exchange market. The association said Whelan would work with other committee members to continue its objectives and activities.
Whelan has been President of ACI UK and has represented the association at industry events, including the Finance Magnates London Summit. He took part in FMLS:24, where Finance Magnates interviewed him about liquidity management, market structure and the association’s activities. ACI UK representatives have also participated in earlier editions of the summit.
Whelan’s FX Career Spans EBS, SGX
Whelan joined SGX FX in 2024 as Head of Liquidity Management and Data Strategy after nearly 11 years at CME Group-owned EBS. At EBS, he was Head of EBS Direct FX Trading Platforms and was involved in the launch and development of the bilateral FX trading venue.
He also oversaw its transition from ICAP to NEX Group and then its integration into CME Group.
Before EBS, Whelan spent more than three years as Co-Founder and Non-Executive Director of FXSpotStream, a multi-bank FX aggregation platform.
His appointment to the FXC adds to his existing roles at ACI UK and SGX FX.
